General Job Function:
The Compliance and Quality Assurance Officer is responsible for evaluating, monitoring, and
enhancing financial and operational systems district-wide to ensure compliance with internal
policies, New Mexico Public Education Department (NMPED) rules, and state regulations.
This position will perform comprehensive reviews, support continuous improvement efforts
through data collection and analysis, and work closely across departments, including
Finance, Maintenance, Operations, and Data Management. With a strong focus on
compliance, quality assurance, and continuous improvement, this role contributes to
ensuring the district operates efficiently and in alignment with its strategic goals.
Duties/Responsibilities:
? Continuous Improvement and Data Monitoring: Collect and monitor financial
and operational data district-wide to identify opportunities for improvement, refine
processes, and ensure compliance. Use this data to recommend enhancements in
systems and procedures.
? Document and Records Review: Conduct routine reviews of procurement
documents, leave records, payroll records, and other financial documentation to
verify adherence to internal policies, NMPED requirements, and state regulations.
? Compliance Testing and Quality Assurance: Perform quality assurance reviews
across various departments, including Finance, Maintenance, Operations, and Data
Collection, to test for compliance and identify areas needing improvement.
? Financial Systems and Internal Controls Evaluation: Assess and evaluate
district-wide financial systems, recommending and implementing controls that
enhance compliance, operational efficiency, and regulatory adherence.
? Risk Management and Investigative Support: Serve as part of investigative
teams for allegations of fund mismanagement, including activity funds, ensuring that
district funds are managed appropriately and transparently.
? Cross-Department Collaboration: Work closely with the Director of Finance and
other department leaders to assess training needs and collaborate in developing and
rolling out training programs that promote compliance and operational excellence
across the district.
? Strategic Financial Planning: Assist in setting long-term financial goals and
strategies aligned with district priorities and improvement plans.
? Audit Monitoring and Corrective Actions: Support the auditing process by
tracking and monitoring corrective action plans from annual and periodic audits,
ensuring that recommendations are implemented effectively.
? Stakeholder Engagement: Foster positive relationships with district leaders,
financial institutions, and community partners to support transparency and
accountability within district operations.
Education/Training/Experience:
Minimum:
? Bachelor’s degree in Finance, Business, Computer Systems, Accounting, or a related
field is required.
? Advanced Business Degree or New Mexico public schools certification is preferred.
? New Mexico School Business Officials License Level 2 is required.
? At least seven years of relevant experience managing, evaluating, or supervising
financial operations and systems in educational setting
Knowledge/Skills and Abilities:
? Technical Proficiency: Experience with financial and operational software and web-
based platforms; familiarity with Infinite Visions Financial Management System is
highly preferred.
? Analytical Skills: Strong critical thinking, data analysis, and process improvement
skills with attention to detail.
? Communication: Ability to communicate professionally and effectively across all
district stakeholder groups.
? Regulatory Knowledge: In-depth knowledge of federal, state, and local regulations
to evaluate and ensure compliance with internal controls.
Preferred Qualifications
? Advanced certification or training in compliance, financial management, or business
systems.
? Experience in financial operations, particularly within educational environments.
Physical Requirements:
? Must be able to lift 15 pounds at times.
? Standing, walking, sitting, and reaching as needed to perform duties across various
district offices.
? Requires manual dexterity for operating office equipment and near and far vision for
reading and interpreting data
Work Environment:
? Indoor office environment
? Some out of town travel to attend meetings
? Frequent travel between district sites
? Potential for hybrid-remote work, arrangements may be considered for candidates
living more than 85 miles outside the city of Espanola
? This position is not covered by the Collective Bargaining Agreement

Salary: As per the approved salary schedule $131,016
