BA Degree, Masters’ Degree w/ a concentration in: Finance, Personnel or General Administration, Information Processing and System Management, Engineering, Construction and Building Management, or equivalent.

 

 

General Job Function:

 

The Chief Operations Officer serves in a staff capacity to all administrators in the district regarding matters pertaining to operations. The Chief Operations Officer oversees all construction management, facilities, maintenance, technology, student transportation, student nutrition, school safety and security, and assists with strategic planning, and other operational divisions of the school district as assigned. The Chief Operations Officer acts in a line relationship with those persons and offices reporting directly to the position including, directors, managers and coordinators. The Chief Operations Officer reports directly to the Superintendent.

 

Education/Training Experience:

Minimum:

Master’s degree in public administration, finance, personnel or general management, information processing and systems management, engineering, construction and building management or equivalent.

 

Preferred:

M.A. in related field. Bilingual (Spanish/English) preferred. Prior Central Office experience in a leadership role, desirable.

 

Knowledge/Skills and Abilities:

 

  • Thorough knowledge of local, state and federal rules and regulations regarding facilities and

 

  •      Construction management.
    • Familiarity with state of NM capital funding and programs, and construction management.
    • Considerable knowledge of the principles of supervision, organization and administration.
    • Considerable knowledge of the ethical guidelines applicable to the position as outlined by
    •      Professional organizations and/or federal, state and local laws, rules and regulations.
  • Considerable knowledge of the bidding process and of local, state and federal guidelines as well

 

    •      as knowledge of school construction bonds and Senate Bill (SB) 9 funding.
  • General knowledge of the principles and practices of public relations work.
  • Skill in counseling and developing staff.
  • Ability to plan, develop, implement effective programs and systems.
  • Ability to accurately interpret state and federal regulations and school policies.
  • Ability to use common office machines and popular computer-driven word

 

  •      processing, spreadsheet and file maintenance programs.
  • Ability to maintain complete and accurate records and statistics and to develop meaningful
  •      reports from that information.
  • Ability to develop, manage and administer budgets.
  • Ability to account for initial up-front costs and long-term operating costs in making
  •      recommendations and decisions.
  • Ability to effectively express ideas orally and in writing.
  • Ability to make public presentations in front of small groups, as well as large groups of people.
  • Ability to exercise considerable tack and courtesy in frequent contact with the public.
  • Responsive to the needs of building level principals.

  • All functions are performed in accordance with established policies, procedures, safety and environmental regulations, facility and computer security policies and procedures. Functions are subject to change from time to time to meet the needs of the District. Current essential functions include but are not limited to the following:
  • Essential Job Functions:
  • Frequent travel between schools and offices. The noise level in this position varies. When visiting a building the noise level may be loud; in the office, quiet and at meetings moderate. Heavy telephone contact and meeting schedule. Dealings with people may include individuals who are distraught, angry or hostile.

  • Physical/Cognitive Requirements:
  • Standard office equipment and vehicle for district travel. A district car may be used or if the employee uses his/her own vehicle mileage reimbursement is available.

  1. Supervise the constituent departments and offices of the operations department.
  2. Direct the formative evaluations of the department’s employees.
  3. Act as a liaison on behalf of the Superintendent to other departments and schools, and other agencies and organizations on matters related to facilities, construction management, master planning, student transportation, student nutrition, safety and security.
  4. Advise the Superintendent and the Chief Finance Officer on operations matters, and bond, capital related matters of the district.
  5. Oversee the implementation of District policy and procedures related to the Operations department; uphold district policy.
  6. Administer the cost effective and timely implementation of projects and strategic plan initiatives pertaining to and within all areas of operations.
  7. Keep aware of emerging developments in administrative functions and school construction management through participation in workshops, conferences, seminars and reading.
  8. Work closely with the Public Schools Facility Authority, Poms & Associates, etc. to ensure all
    1. buildings are functioning and operating properly.
  9. Active and contributing team member to the Superintendent’s Executive Staff.

  6. Protects the District’s resources through appropriate and careful use of supplies and equipment.
  7. Utilizes appropriate body mechanics to aid in the prevention of muscle strain/injury.
